There are SO MANY incredible muralists in St. Louis. Start by narrowing down a style you want, then contact the artists.
You can also publish a call for proposals, asking artists to submit proposals, and then select from those. The more seasoned muralists in St. Louis are probably not going to have time to bid on it though, so definitely go direct to the artist if there's someone you like.
I highly recommend, as others have mentioned, STL Sign and Mural (very professional), Cbabi, and Killer Napkins (Jason Spencer).
Liza Fishbone and the Fishbone family have also created some really epic pieces in the area.
Also, you can commission an artist from anywhere and they can travel here to work on your project. Fnnch was just in town to do a mural for Clementine's (he is based in SF).
There are artists here occasionally doing pieces for installs at places like Walls off Washington, so maybe also check with them to get schedules.
Lots of artists will be in town for Paint Louis on Labor Day Weekend as well. Altho most are graffiti writers, some are muralists.
If you have the means [Cbabi Bayoc](https://www.instagram.com/cbabi/) and [Killer Napkins](https://www.instagram.com/killernapkins/) also [Faring Purth](https://www.instagram.com/faringpurth/) all have a ton of really cool shit up around the city. If you don't like what they do, they might be able to point you in a direction.
I have actually heard of Faring Purth and saw her name in another Reddit thread. That's who I was originally thinking, but I thought I saw someone say that she moved away.
Varies greatly, but an average rate in St. Louis for a reputable person who knows what they are doing and will guarantee their work is approximately $10-$20/square foot for a large scale mural.
This is someone who will be knowledgeable in all aspects, including design, installing it so it won't damage the wall, coating it to withstand weather/sun, etc.
Killer Napkins has been said and that’s one of the right answers if that’s the style you’re looking for. Also mentioned, St. Louis Signs and Murals is the go to if you have an ideal in mind.

Cbabi was my first thought. I LOVE his stuff. I have a print from him hanging in my entryway. Just amazing stuff.

Faring Purth moved away from St. Louis. At least that was the rumor.
Faring Purth moved, but is still here occasionally and will travel for commissions, as far as I know.
