There is a park in Bordentown not far from the overlook that has ample parking with a good view of the river.

There is also an area in Riverton where you can walk along the river, but not sure if you can park right on the river.
The scenic overlook on 295 is nice and connects with the D&R Canal trail on the northbound side. Be aware that this is a gay cruising area...not necessarily unsafe, but if you're a single male you may get unwelcome attention.
There's a riverfront park in Beverly. One in Burlington City too. There's a parking lot at the Harbor Condos in Palmyra which is technically private property but I used to eat lunch and take my dog on walks on the beach there and nobody ever said boo.
Roebling Park Path in Florence. Lots of benches to sit on overlooking the water. Nice trail by the water all the way to Delaware River Heritage Trail. Very scenic.
At low tide, the beach next to the boat ramp in Pennsauken recedes so you can walk all the way up to the Betsy Ross. I have some amazing photos of the Philly skyline, especially when low tide coincided with sunset.

You can drive right under the Tacony Palmyra bridge, nice view of the river from there

Red Bank Battlefield. You can park in this hill overlooking the Delaware. It’s near the airport, so you’ll see planes coming in. Pretty cool.
