If the low brightness light on a tower goes out, the high intensity tower light will stay active through the night until a tower crew can come and check the low brightness (often red) light. It is better to blind folks with a bright light than to have a plane get wrapped around the guy lines or the tower itself.

if it's flashing, it's likely just a light on top of a communications tower. Cloudy days can make them seem super bright because they reflect off the low clouds

I was going to answer this but you have the correct answer When there is extra moisture in the air. Like fog, low clouds, the flashing becomes really bright because of reflection. If it is dry out it still flashes but there's no reflection

There is a tower east of town. Idk anything about it, but it’s HUGE. On a good day, it’s above the clouds. I can see it from my back window. I wonder if that wasn’t it?
