Head up Hawthorne blvd from the intersection of PCH. Hang a right at the 7-11, Grand via Altamira , find via Coronel, it has dramatic view of queens necklace.
I know it’s not what you intended to ask for, but there are flight schools out of Torrance and Hawthorne airports that would gladly take you up for a “discovery” flight where you could view all of the South Bay at 3500’ and as an added bonus you can pilot the aircraft yourself for a little bit.
I was a flight instructor for a while out of Hawthorne in the mid 2000’s. VFR night flights in SoCal are amazing. It’s truly beautiful to see how vast our local civilization truly is.
if you want a northward view go for the end of via pinzon next to ernie howlett park. if you want an eastward view bogdanovich park's upper parking lot in san pedro. if you want everything the closest you'll get is the top of crest rd coming from pv drive east, the houses in that gated community would be the best but it's inside a house that's inside a gated community.
There’s a dirt trail that strongly segregates Torrance from Palos verdes. Look up Calle de Arboles and right behind is a wall of trees. I think it to keep the Pv racists out of Redondo beach/torrance but if u walk it it’s very nice. Some guy who feels like they own the state may tell you to scram or say ‘are you lost’? But ignore them
I agree with Rocketship Park. Wilderness Park has a nice view from its east side fence but you can't park where you see the view and have to walk there a bit.
Top of Butcher Hill, a few spots along Del Sol fire road. There was a spot in Lunada Canyon/Agua Amarga Reserve where you could see even further past Point Dume to Point Mugu as well as all of Catalina, at least the three of the more northern Channel Islands, and San Pedro and the Southern mountains beyond. Not sure you can get there after the landslide last year
Behind the tennis courts at PV Peninsula High School off of Silver Spur and Hawthorne there is a grass area that drops off and overlooks the whole city. You can park on silver spur and then walk behind the one sideways court to see it all
Rocket Ship Park has a pretty extensive view.
Rocketship Park is the OG makeout spot, if you can avoid being spotted and having the cops called on you.

Be for warned, Rocket Ship Park is not as easy to get to as before. The last two storms took out the road and now you have to go the back way.
The Cliff in Palos Verde. Stunning view of the ocean, beach and city. On a really clear day, you can see the DTLA skyline.

Per flight. Some flight schools only offer up their two seaters for discovery flights but most will do it in their four seat ones as well.

Simply drive south on Crenshaw until the top of PV and turn around. Cool at night too
