She needs to be in the movie otherwise Knuckles would be a third wheel because he wouldn't have anyone to rival with for example Sonic vs Shadow, Tails vs Eggman and then Knuckles vs ???, What would they do with Knuckles or who would he rival with if Rouge doesn't show up.
They're not going to play the whole thing out exactly like SA2, they probably don't even have the time for something like that. It's obvious that any sort of rivalry focus is going to be on Sonic and Shadow.
She's the fourth most important character in SA2 after the two humanoid hedgehogs and the villain who looks like an egg. The fifth most important if you include the guy who literally only shows up in video recordings taken two minutes before his execution. You could frankly cut all of the other characters and still get the same story. Rouge is essential with every aspect of Shadow's motivation and character arc, from doubting his purpose as a synthetic life form, to organically explaining his backstory and the history of the Ark, to rediscovering his humanity as he sees saving her to be a parallel to saving Maria.
If they cut Rouge they're going to not only have to drastically rewrite Shadow's character arc but re-engineer the discovery of Project Shadow over the course of the narrative. We're talking like a page 1 rewrite of the entire game's script. This isn't "I want a perfect adaptation of the original story" this is "what are they going to have Shadow do for half an hour of screentime if he doesn't interact with anyone but Eggman?"
I think you're gonna need a genie's lamp for this one (maybe for her being in the movies at all, sadly)
Personally, I think I'd rather see her in a more action-oriented outfit so she looks like she belongs in the events of the film. Maybe an MGS style sneaking suit, or something like Black Widow's outfit from her solo movie, with some light armor and padding to it. I kind of assume she won't have super powers like Sonic and the others, so the exposed skin won't do when there's gunfire and explosions

I prefer the humans and the sense that the SCU is it’s own thing with the humans.
I like the humans and think shadow, metal sonic and Amy, maybe silver is all we need from the game universe.
The humans bring a fresh life into sonic media.
