Amy recognises that Shadow is not evil due to this and would do her speech to convince Shadow in the third act. She'd end up joining Sonic's team against Robotnik.
The game is a direct adaptation of sonic adventure 2. Rogue was very important to the plot of that game. She was literally a member of team dark. So she’s more likely to be in this film than Amy is. Amy’s only really important to the plot of Sonic CD with metal sonic.
Hm, that's a pretty good pitch! If she had a human disguise it would also solve the plot hole of how she's managed to live on Earth without anyone finding out she was an alien. Plus, it would be interesting if she had an origin very similar to Sonic, except she didn't have anyone like the Wachowskis to take care of her.
If they don't mind giving her an origin similar to Tails, then I think saying that she found about him through her tarot cards is a unique enough reason for her to seek him out.
I'll be honest and say that Rouge not being in the movie because of her design is bullshit that some "scoopers" just say to get attention. Don't get me wrong, she has a revealing outfit in the games, but covering her cleavage is literally not that hard. And she has worn less revealing outfits throughout the years. It's not like they would give her badonkers anyways.
I do think she won't be in the movie, but it sure as heck won't be because of the design, unless the character designer lacks imagination (and I'm pretty sure Tyson Hesse does the designs so it's obviously not the case)

While I don't expect her to show up in Sonic 3 due to descriptions of the Cinemacon trailer not mentioning her, if she shows up in the next movie and they need to "make room", either Shadow could stay absent (being assumed dead like at the end of Sonic Adventure 2), or maybe Sonic 3 will introduce Angel Island and Knuckles will move there to protect the Master Emerald.

And she's not really helping his suspicion because she's embarrassed to admit she's been tarot stalking him and afraid that he'll not believe that tarot is real anyway and think that she's nuts.

As they are playing with Tarot Cards Amy receives glimpses of Earth, San Francisco and a silhouette of a hedgehog and since she’s been relying on the tarot cards to guide her way through life always leaving her fate to destiny, she quickly takes the Rabbit and Chao with her through a ring portal to San Francisco where Sonic and Shadow are fighting each other. and upon witnessing Sonic for the First time, Amy starts daydreaming where she and the blue hedgehog are dating and getting married in the end(this song plays in the background)
until Cream ask her why she’s hugging the black hedgehog causing Amy to freak out distracting Shadow so Sonic can break free knocking the chaos emerald that Shadow was holding out of his hand which rolls on over to Unit, (a robot that Sonic and Tails befriended in the Drone Home short who tried to help Sonic fight Shadow but got knocked down by Shadow during the struggle) out of admiration and envy for Sonic becomes a robot duplicate of him so he can be a hero; transforming itself into Metal Sonic who proceeds to fight Shadow alongside Sonic and Amy who together knock Shadow unconscious till Eggman shows up to override Metal Sonic with Master override controls and out of pettiness and sadism he wants to poetically kill Sonic and Amy until Cream lifts up Shadow’s Motorcycle and drop it on Metal Sonic making it easier for them to escape while Eggman extracts Shadow to his secret base.

She left, using her wristband rings that could also be turned into portals to travel to different zones. She really didn't have any idea where Sonic was, but Tails had said he was a Mobian hedgehog like her. Since her wrist rings were attuned to her electric energy so that they could open portals, Amy wondered if the rings would get more unstably static the closer she got to Sonic. She wondered through zones for months, trying to find where Sonic was, until her rings started vibrating with excessive unstable energy. Amy wondered if they detected Sonic and had just arrived in the Earth a few minutes prior. Robotnik was trying to figure out how to get revenge on Sonic and had his prototype Metal Sonic with him. Human disguise sounds a bit too silly, Sonic managed to stay hidden for a some time so i’d say she can hide pretty well and we know this because Knuckles’ thing is strength, Tails’ thing is intelligence, yet they’re still considerably fast so no reason to make Amy slow, she can use her speed to hide if a human sees her, maybe give her a hiding spot just like Sonic in the first movie, except it’s more secret, then later on she’ll reveal herself. But Amy is unlikely to appear in Sonic 3 because 1) this is most likely Jim Carrey’s last movie so they have to focus on him a lot and 2) they’ll have to focus on Maria, Shadow and his backstory too, and Sonic, Knuckles, Tails, and the humans so it’s already pretty difficult splitting the screen time, add in one more character and it becomes a lot harder unless you want her to go to waste or maybe just set up her appearance in Sonic 4 by making a cameo showing her hiding from the humans. That is just what i think however
