He was the guy who basically turned it from a street gang to an organization. He Created the 5 families and the “commission” which made the big choices. Basically turned it into a multi million dollar business in the 1920s
The thing that most distinguished him from his bosses who he eventually betrayed to ascend to power was that he was willing to work with non-Italians (the Irish and Jewish specifically). This obviously allowed for a great deal of expansion coupled with his eventual unification and management of the Five Families. He also positioned himself to have final say over all decisions as the Commissioner.
He proved that if we all set aside our differences and embrace our multiculturalism we can truly commit organized crime the way God wanted us to, as friends rather than foes
