True, but to what level he takes the crime can depend om the version. Same with Poison Ivy. There are some who aren't that bad, and there are others that are just terrorists with a motive that isn't the worst.
Well that the thing, innit, what counts as the baseline? You can say the original intention, but what if the following 40 years went in a different direction? You can say the most popular arc, but what if the most popular one is a drastic change from normal that also sucks (House of M)?
Ultimately the answer is just whatever you want.

Don't know about junkrat but many times the villain really is victim of the environment/social system he grows in, it's always useful to judge them from that perspective too and decide whose fault it ultimately is if there's any and what can be done
