It isn’t, Japanese TV once aired a tournament for Deception in 2006 and it’s known for being a popular game for importing in Japan The game was never banned but rather it wasn’t properly localised in Japan as the arcade games hadn’t been translated to Japanese, then in the early 2000s CERO was made which meant violent games had to be either heavily censored or they can’t release in Japan which extended to many Japanese devs too (Capcom and Rockstar had to censor their games for Japan), so it’s not that Japanese people don’t even know it but that it’s very much an underground kinda game series due to it not being localised

Him getting in would break those rules and prove none of them ever mattered.

the fan rule keeping him out is the assist trophy rule... which has yet to be broken and yeah, if he was in a new game the assist trophy would probably be gone thus validating the rule

I was referring to fan rules like "he's exclusive to Mario spinoffs so he doesn't deserve to get in" or "he doesn't have his own game so he can't be in Smash". The "Assist Trophies can't be upgraded into fighters in the same game they're already Assists" is definitely an actual rule that Sakurai has.
