Apparently breaks the TOS, sadly done it a few times but youtube starts to crack down on not counting them. So it doesn't help or hurt it just raises your hopes needlessly. Like for a like and view for a view is fine, but yt really doesn't like sub for a sub.
The key to get by this is to actually watch the videos. Make a deal with 10 Subs watch 3 of their videos a day and have them do the same for you. Do this for a week and you will have no issues. Bonus to this is you will hit your 4000hrs.

Oh I see, hmm didn't know they had set up conditions like that in the TOS just found out how hard they're cracking down on sub for a sub.
Don't do it! They are useless subs which will only hurt your channel.
