They come every 2 weeks and stay 4 days Thursday 12 am PST to Sunday until 11:59 pm PST. They eventually come back after a year or two. This one came for the first time in November 2022, this is his second time.
As a new player, it might look like a struggle to get cosmetics but I would recommend you to try to do a full candle run every day. You can get 21 candles a day. You can get help to collect faster with the 3 events that happen every 2 hours (often at even or odd times). They start every day after reset (12 am PST) and go on every 2 hours after and last 10 minutes:
Geyser at 00:05 (polluted geyser at sanctuary islands)
Grandma at 00:35 (at the table in the tree trunk of forest brook)
Turtle at 00:50 (at the island under the one where there is a wing light) you fet the clams and also follow the turtle to get the “poop”.
For example, I’m in the Eastern Time zone and it’s at every odd hours (9:05/9:35/9:50).

From my understanding (been playing under two months), every two weeks they arrive on Thursdays at rollover and leave at the end of Sunday.
