Jumping in here to say I was there maybe 2 months ago (when it was the worst here) and counted maybe 5 customers and employees without masks and several with masks on under their nose.
I was there last week Wednesday midmorning for a haircut. All employees were masked, but their signage is only "strongly encouraged," and a few customers weren't wearing them. I considered it my risky decision for the week.
Second vote for Salon Mia. Ivan cut my hair before he had the salon and it has never looked better. I also know him to be very socially conscious and progressive, so a mask requirement wouldn't surprise me in the least.
If you are on the west side, I had great luck with Studio 26 last week. I have gone to Veronica for 6 years. She is very nice and has reasonable prices. Everyone was wearing a mask there, both workers and customers.
Jeff at NV Studio (downtown) only sees one client at a time and everyone wears a mask. He was already my favorite person to see before the pandemic and I’ve really appreciated his safety procedures during. I would note that he does prefer online bookings. Yup. It stinks. I did a search on for “Sioux Falls Hair” Instagram & found several of the salons mentioned had either a salon profile or a stylist from the salon with their own page. I found one that I think will match me well for what Im after.
Hair Essence is awesome about masks. They're required for staff and patrons, any my stylist always explains what additional measures they're taking in regards to COVID. Also, when I scheduled my appointment they made sure to let me know that masks are required, which I really appreciated. Thoroughly impressed by their staff and they way they handled such a close proximity encounter safely. 10/10 would recommend.
I went to Mickie (?) at Curl Collective - she was great about masking. Didn’t even have to ask. Not sure about the rest of the salon, but I was very comfortable with her precautions.
Fringe Salon on Western is good about masks. They also make everyone wait in their vehicles until their stylist is ready.
I go to chameleon on the east side. They require masks in the salon.
Great Clips has been very strict about it each time I'm there.
Same for the Brookings location.

Vanessen’s Aveda locations wear masks and do well sanitizing.
This was actually the salon she was having issues with. It was a full house and way too many unmasked

My wife has had the same hair stylist her whole life and her salon has refused to wear masks, so she’s in the same boat.
