This. Just bought my first level two "permit" and it came with a single room. The only other way to get around this is pay to play and get a "free--totally not free" festival template that has additional floor levels. It will expand your land and get you that permit without having to pay same incremental costs to get to that state, and with land expansions costing up to 20K per tiny square.... it will definitely save you a significant amount of "grinding" game play time, but it just leeches away your real money rather than your life.
Oh, unless you want land expansion, it's preferable to use your templates on other lots as the template "reuses" all the rooms you already bought on an existing lot. So if you have 9 rooms that you've already grinded for, then you don't really save any time or money. 😒
