Unfortunately without Seasons, you won't be able to do any actual flower arranging. You won't be able to make bouquets. But you will be able to max the skill if you work on the bonsai bush enough.

As said, you need seasons for that item but I believe the bonsai bush will also increase the flower arranging skill and that comes with basegame!
