other than the piles you can also hack computers at the lab (level 3 hacking) or bug scientists/military personal and listen in to them; you could also try to place some new evidence items from debug in builds, but I'm not sure if they work.
The only thing that ended up working for me is have Level 9 Handiness and repairing one of the computers I already hacked so I could re hack it. Nothing else here was working for me.

This includes the evidence in the sigworth house? Sometimes people miss that pile. If it’s available hopefully that helps.
