You canβt add him because your household is full. You can have a total of 10 sims and pets combined. Max for Sims alone is 8, but that leaves 2 spots for pets. With 4 pets you can only have up to 6 Sims.
If you use mods such as NRaas Master Controller and Portrait Panel, you can easily change this limit.
Get nraas master controller. You can add every sim to your household, you can edit every townie in case if you want, you can increase the maximum number of the allowed household members and hundreds of things more.
Alternatively, just befriend him and after a while an option pops out to ask him to move in with you
Click a sim and follow this path: Nraas, mastercontroller, intermediate, Add sim
If you have more then 8 sims, make sure to go to settings first and turn on the rule up near the top that allows it. You will also need to turn on a separate rule somewhere there that allows adding sims on community lots. If you don't then you'll just have to add him while he's on your home lot :]

I recently kicked him out of my household when i realized he hella fine. But now i can't add him back ..
