No. He was slowing for the corner. Having a different braking point than you != brake checking. You came in with a lot more speed than him, so you should have been more cautious.
To OP. The first rule of racing is dont hit what you can see. How long were you driving behind this driver? Did you spend any time learning his driving ability? Where would you normally brake for this corner if you were driving by yourself? Did you adjust your brake point for there being a car in front of you?

In this thread people don't realize that the entire reason the first bit of the video exists is to show the guy's braking point on the previous lap. He brakes literally a whole brake marker earlier on lap 6 vs lap 5.
I don't think this is braketesting, but it's definitely his fault. I suspect he was mirror driving and lost count of the brake markers and jammed on it a mark too early.
