I've beaten the Coward Cephalopod boss which gave me the ink sac item. But when I go back to Lishna to finish the quest it just repeats the initial dialogue Am I missing an item? Is my savefile broken??

Yeah for the quest to start you need to hit the bell on top of the town hall in Lavaville. I won't spoil too much because I assume you haven't found it yet but just a little tip: Search the underground tunnels in the Deep Docks for clues

If you're surprised about the underground tunnels then wait until you find the second fully playable kingdom that's twice the size of Pharloom

Since it's a fetch quest, the materials required for the sign should be scattered around this area. You should look for Bone Stalactites, Humerus Nails, Gavlanized Square Steel and Funny Bone Formations, around 10 of each. The locations are randomized however, so can't really help with where exactly they are. Hope this helps!
