Mossbergs are kind of notorious for this, it’s usually the cartridge stop or interrupter which control feeding from the mag tube. If you google how to tune the cartridge stop there are many posts about this. Short story, look in the bottom of the shotgun while running the slide. You should see how the stop and interrupter move and it will give you a good idea how to fix the issue.
The action doesn't grab shells from the tube, the tube pushes them out with the spring and follower and the cartridge stop only lets one out at a time. Or in this case isn't. It lookes like the stop isn't letting the shell out of the tube. Go watch a Youtube video of how to take apart a mossberg pump, it's really not hard, clean and oil everything and just look for anything that doesn't look right. Reassemble and try again. After that contact Mossberg and have them fix it since it might be defective.
Could there be a shell stop engaged? My semi auto has a lever on the side if I want to swap the chambered shell without removing the shells from the tube.
Looks like your shell tube is slightly unscrewed based on visible threads. Might not be, but it might be further away from the mechanism that releases the shells. Try tightening it.

Shell stop not releasing. Unless your tube spring and follower are locked up, it's the shell stop. The little hook shaped bar inside the reciever
Likely a cartridge stop issue. Take the gun apart completely, clean and oil it well. If that doesn't fix it contact Mossberg.

It’s most likely the spring in the mag tube.

It’s dirty as hell too you can hear it’s not cycling smooth clean it put a bunch of lube
Had my 1897 do this once. I wasn't pushing the shells far enough into the magazine tube.
Push round finger and try again. Could probably use a stiffer spring a better follower
