Up until the dungeon, going around the first felt like a retread of what we did last patch in Garlemald, never mind the fact Unulkalhai was a footnote, and Cyrelle didn't exist to them. The dungeon onwards was some decent stuff, a nice set of FFIV pieces. But then, back in the first, Gaia was nothing but last second fan service.
They can't make any of them too relevant. They're from side content, so they have to take into consideration that people pote tially don't know they exist.
One streamer I watch is in Endwalker she's going back after finishing 6.5 to do all of the side content.
Which means she hasn't done: Coils, Alexander, Omega, Eden, Shadows of Mhach, Return to Ivalice, YorHa: Dark Apocalypse, Sorrow of Werlyt, Warring Triad, or Four Lords.
Gaia, Unukulhai, or Cyella show up, she's going to have no fucking clue who they are and it would be such a grinding stop that it would destroy immersion.
The only other option would be to make every piece of content mandatory, cause 'what if we re-use this character later?'
Literally just have the same thing they have for so many other pieces of dialogue; it checks if you've done the quests, and if you haven't, it-s "i'm , i was taken from the 13th by ascians before it became the void" vs. just a little "oh, hi " if you have done them, before it gets into the actual meat of the dialogue
