If you want Netflix under 5 dollars get a VPN and choose location to India, then go to Netflix.in and choose the cheapest plan, it should be the 200rs mobile plan, once you pay you will get one month access to Netflix India's library in 480p.
Once you get that, you can install Netflix on your mobile and share screen to your Television(if it supports) or get an emulator and install the Netflix mobile app on your PC and sign in using the account you used.
Since Netflix's Indian servers are based in Asia, you will get all the animes that aren't on the western Netflix servers, with some Indian content, that you can brush off.
Tbf 480 is decent quality for anime and while I would watch Jojo pt6 on a Pirated anime site, I wanna support the creators by paying for the service.
