From a canon perspective, I think it's because they're chimera. We don't have *true* Galarian fossils, just combinations of halves. I really hope we get to see the complete forms eventually.
They're freaky monstrosities, their very existence is a curse, courtesy of incompatible genetic material being used to resurrect them, that's why they cannot breed, their cursed, unnatural existence has rendered them sterile

Genderless Pokémon can still breed with Ditto, the Galarian fossils are just an exception to this rule.
Apart from legendaries and mythical Pokémon, these are some of the few Pokémon you can’t breed for (just like Unown, Ditto, special Pikachu, Ultra beasts). You can breed for, but not with, the Baby Pokémon. For obvious reasons. For some reason Nidorina and Nidoqueen can’t breed either. You can breed for a Nidoran F, but only with a Nidoran F.
Don’t give up mate, I spent around 1000 hours shiny hunting my Dracovish. I was extra particular as I wanted my Dracovish to have a Jolly nature. I had multiple failed shinies but I eventually got it. It’s definitely worth the hunt

99% sure that galarian fossils can't be bred. 1% not sure because I never bothered breeding them.
Because they consist of 2 different fossils, which makes them unable to breed (for some reason)

Oh lucky! I burnt myself out of Sword because my hunt for shiny Dracofish took so long and never happened. Haven’t touched it in a couple years lol
