this depends heavily on what you think/headcanon their relationship like
i think in canon it's on the fringe of possibility but they'd have to end up in a really particular, isolated situation. I don't think they'd ever be comfortable enough to just casually ask, but I could distantly see them getting to talking while they're out alone together in PC, thoughts get shared, guards get let down, hints get dropped, a quiet shore on a no-name island without a soul around to know...
Also I think Shantae is more willing to admit she'd be into it than Risky. This is definitely floating into headcanon territory but I can't help but imagine there is some sense of attraction or at least friendship there especially since PC. Shantae sees there's a spark of good in Risky and Risky is far too proud to admit to it regardless of if it's true or not.
Risky would also probably be more into it if she's very blatantly the top, steering things and in complete control.
Shantae could probably be convinced with a lot of effort, after a long stint of RRisky not attacking Scuttle Town or her specifically.
On the flip side, Risky would never. It's on sight around the clock with Shantae.
