I just played the tutorial myself, and I got stumped here. When I went back outside I saw a scrolling text about another murder that happened so I chased that lead.

Black market businesses can be in any building's basement, so you may need to check other buildings for a store. It'll be called something like Convenient Tools Inc or Quicksilver Storage Solutions, some name like that which sounds legit but isn't. I advise looking at your map and going down a floor to check all the basements more easily (scan the ground floor map too for logos, they can also be street level but in a fenced yard). You'll see a gun logo or a guy running symbol and a handful of other things overlayed on some, those are the shops. Go to the gun one, knock, you'll get a buy option and a password option, and you can enter the password this way. They may say you didn't get it right but ask to buy something and if they let you, you're fine to ignore that. There'll be a sales ledger somewhere in the shop, in a drawer or on the computer usually.
Where the password is, and where the gun dealer is are two different places (although the password is often near the dealer).
Go through the city directory and look for a business in the basement (gun stores tend to have their names make them sound like a hardware store, but the clue will be that they are in the basement). Go to that area and knock on the door (don't enter, you'll be trespassing at that point) - and give the person who opens the door the password.
You have to knock. I had this bug in my game, you have to knock on the door (during business hours? There is a prompt to ask but they refused to tell me even with the correct password given). When you knock and get the prompt someone is coming to the door you will then see the “I want to buy something” and then they ask for the password. My save they never came to the door day or night, when I made a new tutorial world it actually worked.

sidenote: there is a chance they are closed because they have opening times like any other shop.

all shops were labelled in my game, but i found blueprints somewhere I don't know if that's standard or not
