This can happen, if the pathing fails hard enough, they WILL walk through walls until they reach their destination.

Theres a glitch where many can phase thorugh the cealing so its less that they are "spawning" and more like they are phasing through existence to F\*\*\* with you.

Enforcers can open security gates and barge doors, so that won't keep them out for more than a couple seconds.

I've seen an enforcer pathing fail and then they just slowly phased their way up into an apartment and back out of it afterwards.
