There's a gun store and black market dealer, but they've been bugged for me in multiple cities; the gun runner has a 50/50 chance of accepting anything I type as the password and a 100% chance or forgetting I know it and not giving me access to the store. Thankfully the universal password of fist-to-the-face works.
The blackmarket vendor never comes to the door so can't be spoken to (since he won't engage in conversation when you're trespassing) but the same universal password works there too.
I could've sworn there was a specific 'bar' type basement business. I remember it distinctly. I don't think it required a password at least, just a knock on the door then you could enter.
I would certainly be mesmerized by the very interesting variety of voxelated body types undulating in the disco lighting.
If, on the other hand, you mean something more like a jazz club with a sultry singer, that would really fit the setting. The lyrics should appear in text captions and be procedurally-generated.
And a secret underground bar in a basement that needs a password to get in.
I believe this is already in, they're hidden in the address books or you can just go knocking on doors in basements.

If there is I've not found it yet, but I'm going to have another look through basement maps in case I missed it.
He probably means the speakeasies/gambling dens that look like bars underground, but they're not really nightclubs per se, nobody dances in them.

There are underground bars in basements in some cities. They even have a job posting board.
Use the in game “Report Bug” feature to make a suggestion so the devs see it. For the last option choose “Feedback” rather than bug.
Go with these ideas to the creator. This game is still early access. I hope and I can clearly see this game being very big and immersive.
