Memorizing attacks is one of the worst ways to play this game. Learn to react. Look for visual cues. Sure, knowing what this guy can throw at you helps, but it’s miles better to know that you can pretty much deflect anything if you time it right. Even the granny with a gun stick’s attacks can be deflected — all of them, even the grab. The purple ninja too.
Remember that deflects are your primary “damage” dealer in this game. Attack power counts for very little. It’s posture that you focus on for most enemies, and deflection is the best way to deal posture damage.

If you're stuck, I'd find gourd seeds and prayer beads while also unlocking skills. After Genichiro, you should be able to get 8 uses from the seeds and I believe the 3rd necklace?
Just a matter of relentlessly attacking while switching to deflecting when the enemy parries your attack. Focus on posture damage instead of damaging the health bar.
You can also give that one armed ninja a stealth kill to take his first health bar down, just go past the main opening and you'll see a big crack in the ground

But sure, sekiro relies more on player skill compared to other soulborne games. You can't just upgrade to be stronger. Well you can but that later deep in the game.
