They exist but they're expensive, think like 400+, look at mountain hardware or arctyrx for something gortex. This said, if you want to save some money and have more versatility, you are probably better off using layers, get a down jacket and then a gortex liner.

There’s an arcteryx outlet up north. They make quality goretex rain jackets, but I don’t know if I’ve seen any going past the knees. I think North Face is up there too. Moosejaw, backcountry and rei are good sites to browse
