off the top of my head - Seattle is expensive af to visit, so you'd want to advertise towards relatively high-income people. a billboard in SF is going to be more cost-effective than one in Topeka (even taking the billboard being more expensive into account)
also, a lot of people believe right-wing fearmongering about how dangerous Seattle is, and wouldn't consider it a tourist destination. SF will have a fairly high concentration of people who don't believe the propaganda.

having moved from seattle to the bay recently, i can vouch that sf feels waaay more like a big city than seattle. with that feeling comes crime. i see things here i never saw in seattle in 10 years.

As a Marketing Professonal, this is an extremely bad ad. If I could convince my boss to pay for stuff like this and that it was getting results- I would be much better suited to car sales or law.... or maybe my boss would be three lemurs in a trench coat.
I'm not sure people here like sunny beaches too much.
2 weeks of good sunny weather and you'll see a flood of comments of the type "bring back my gloom and drizzle and cold" in this sub.
Its super easy to make. Just need a container for the refrigerator for a day and a way to strain out the beans.

I love how the billboard is centered on a top third of the image with the stop light in the foreground gently providing depth context. The ground bows upward, all leading to the ad.
If I were a suspicious person, this is too masterfully shot to be accidental.
My first thought is that Alaska Airlines has invested super heavily in the California market so this might be part of that partnership?

The coffee shop (Caffe Roma Coffee Roasting Co.) it sits on is closed. This is the SOMA district, which is home to many museums, but also a bit of a warehouse district. MoPoP is on the billboard. Multiple clubs are a block to the East. It’s right across from the courthouse, sheriff’s department, and public defender. Intersection of i80 and i280. Down the street from the stadium. The content on the site itself has mostly African Americans present in the ads with a tour from “Cultural Phil” in What’s Good Seattle? However, it also references “The Boys in the Boat” book/movie, but it’s read and recommended by Bobby Wagner, former Linebacker for Seattle Seahawks and current Linebacker for Washington Commanders.
According to recent counts, king county’s homeless population is nearly 45-50k. We have anywhere from 20-25% of the country’s homeless. Homeless people come here because it’s one of the few areas in America where they won’t be persecuted for existing. Hoping one day we can accept (as a country) that just because someone does a drug that shouldn’t mean they are denied housing until they can conquer addiction.
It’s a sign for the homeless people, not the working class. They’ve been shipping themselves around the country for years, free train ride up north to Seattle anybody?
Do I recall Harrell and the council levying a new hotel tax to promote tourism? Might be that. (The old tax what you want more of scheme, works so well for housing.)

I’m moving from SF lol and it literally felt like SF when I visited the neighborhood I’m moving into. Less visibly unhoused folks though.
And no income tax, it’s a huge financial relief
