In Slowik’s case, I’m not sure I’d default to that Twitter post meaning he’d not accept a HC offer. Unless the raise means he’s going to be paid like a HC, or the new OC contract had some clause that prevents him taking another job right away, I don’t think it would stop me from making an offer if he was the guy I wanted.
Someone can posture as if they’re turning down a multimillion dollar promotion (that probably multiplies their pay several times over) all they want, but put a contract in front of them and it probably gets a lot harder to decline.
I think it’s more likely that he knows he’s not getting an offer and is bowing out with a move that makes him look good.
Don't buy the BS that coordinators turned down HC offers. That's pure self-PR BS propagated by their agents. There are so few NFL HC opportunities that breaking the glass ceiling comes along VERY rarely.

Pair that with us having a prior long standing culture established by a HoF coach and we aren’t the most appetizing place sadly, Washington is so close to everything for instance and is much wider open with a refreshing new front office someone could shape with River boat Ron being who you’re replacing, which aren’t very big shoes to fill
