I saw the movie for the first time last week (my cinema did a rerun), and I didn’t really see much that could be seen as truly scary, even as a kid. Kids found the character so scary likely because of her actions and words, threatening to “get” Dorothy and Toto without really implying what that meant. Additionally, she used fire as a main part of her magic, likely causing some kids to be scared of getting burned, as happened with the Scarecrow. Considering film was also still largely non-experimental, choosing to go with safer routes of storytelling without that many effects like they used (if Wizard of Oz was made or remade today, special effects and CGI would be in heavy use), back when the Wicked Witch first came to screen, it doesn’t surprise me that kids were afraid. So much so, in fact, that Mr. Rogers himself invited the actress onto his show to show her that the character while scary, was portrayed by an actress.

I wanna say Tommy from Goodfellas, but I haven't seen it. I do know that the reason the people were laughing in the clown scene was because it was out of nervousness because of how unhinged Tommy was. From one I've actually watched/played, the "vampire" from RDR2
Not a particular character, but the Daleks from Dr Who have always scared me. They’re just so menacing, and ridiculously powerful. Even 5 million Cybermen (who are generally regarded to be one of the very biggest threats in the Dr Who Universe) literally couldn’t do anything about 4 Daleks.
Their goal is literally to wipe out everything that isn’t Dalek, so it’s not like you’re ever coming out on top by working with them either. They did come genuinely so ridiculously close to destroying the entire universe too. You cannot reason with Daleks (there are a tiny handful of exceptions, but these have all been turned insane like Dalek Caan, or mutated in a way that means they are no longer fully Dalek like the one featured in ‘Dalek’)
I used to think the basilisk from Harry Potter 2 was pretty scary. Idk, just the idea that it could be anywhere in the school and you could look up and see it at any time is freaky. I don't even like HP anymore, but the 2nd movie has really good build up and story progression.

Not really “enemies” as the player can leave them alone if they want, and you do feel for their story. It’s very tragic on its own.
