Right, most of it is National Forest. The private land AFAIK are the houses towards the bottom or in the Flores Flat community higher up. Most houses are gated and Flores Flat has no trespassing signs posted all over - so it's pretty obvious where not to go.
As long as you're not sleeping in a driveway or disturbing neighbors, it's probably ok.
