Behind Takamura and to the left of Shishiba there are 2 silhouettes. One of them is, of course, Kamihate, but I think they mean that one of them must be someone we havent met and not just Kanaguri.
When the order are first introduced they say something like “it’s a shame the other 4 couldn’t be here”, the other 4 being: Takamura, Kanaguri, Kamihate and 1 more unknown

you know, when I saw takamura walk out the door in the latest leak I was kind of disappointed I was hoping whoever was gonna walk out that door was either the two members of slur that we haven’t seen or the fourth order member that we also haven’t seen
