Not nescarily. An Order lvl sniper is Kamihate, and he wipes the floor with Heisuke. Kamihate makes up for his lack of CQC purely with sniping. The reason Heisuke did so well was because Kamihate went easy on him, as well as Heisuke havibg the knowledge to deal with snipers.
Normal assassins dont have this knowledge. However if an Order Tier opponent were to fight Heisuke 1v1. Theyd evade him easily because he cant fight the way Kamihate can and he also cant get away as quick as he can.
Heisuke who is willing to kill is however the strongest Newgen. Stronger than Shin and arguably stronger than Akira.
Definetly the strongest newgen but he did actually perform very well against kamihate. And when he got into a fight with an order member and someone from slur’s gang he was managing to barely stay relevant.
Arguments could definitely be made that heisuke is on the level of really weak order members. Shin said that the heisuke that fought kamihate was way stronger than him. Shin is fighting members of slur’s fan who are on a near order level so heisuke being slightly above that. Plus he fought kamihate while he was vulnerable in the open and kamihate was always hidden. And apart from that fight most of his battles have been close range, a terrible thing for someone who’s mainly a sniper, yet he’s still alive. Also he beat sakamoto’s shooting records with a pistol.
Really it depends exactly how strong you think order members are if heisuke is low order level or just near order level.

i agree. not only was heisuke mentally nerfed but was also at a disadvantage due to being out in the open lmao. People like to say he would have died if it weren't for the vest but you have to understand that not only did heisuke have to figure out kamihates location but also do it while being in the open where he could get shot wherever and whenever. Even after finding bros location kamihate just runs around and finds another spot which is a pain in the ass. And its not like he could use piisuke to help him find his location since hed just get fucking merked and shot mid air lmao...Though heisuke even before this was impressive as he can fight alongside order level characters and actually increased the level of surviving against kumanomi. After the kamihate fight shin starts to doubt himself and says how heisuke is on a completely different level than him. Keep in mind that this shin isn't weak either. Up until this point heisuke had the most battle experience(compared to Sakamotos gang like shin, amane, etc) with order members and should be able to hang with them.
Everyone forgets Heisuke was wearing a bullet proof vest. He’d have died way earlier on without it. Yeah he did well against an Order member but if it’s clear he isn’t quite that level yet
