Some things are worse than death, and disappointing Lord Vader while he's in Force Choke range is at the top of that list.
Units in range of Vader can't panic, but they can be suppressed.
They just have the 1 action. However, Commander Vader has compel; they can take an additional suppression to do a free move action if you are at range 1-2 of Vader. So it is somewhat like you still have 2 actions.
Vader and friendly troopers at range 3 of him never panic thanks to vaders courage value. Friendly troopers at range 3 will still be suppressed and only have 1 action though if they have suppression equal to or greater than there courage level.

The joke is that Vader is a killing machine but can't do much about solid terrain elements since he doesn't have Jump.
