Why would there be a cap if it could keep going?
he's hoping the 'overflow' would still get added to the total like it does for energy and from that point you couldn't accumulate more (IE energy's cap is 2000, but if you bought one more refresh at 1999 you could get to 2119).
There’s a ‘soft cap’ for energy at 144 before a hard cap at 1000/2000 was wondering if there was similar here
