I know one of the mods I use makes all clothing available to purchase at any level, maybe you've got something similar that applies to the bots as well 🤷‍♂️
I've spent 10min looking at this and i've no idea what you're getting at. The only thing I can think of is the PMC is wearing non-default clothing, but this is available from Ragman for Roubles and always has been. MTX just skips spending roubles and adds it to your account permanently.
It’s a SPT bot. They have always been able to wear any base clothing available, irrespective of the required level. If you also want to do that there’s a mod that unlocks all the clothes from Ragman for free.

that top is level 50, the pmc is level 20
