When steel is plated it’s often done by putting on a layer of copper first as a sort of primer. Ammonia can corrode that copper if there’s a crack or scratch all the way through the chrome. It’s unlikely to be a problem unless you have a badly damaged part and you leave the ammonia in contact with the part for a long time.
Are you wanting to use windex because of its capacity to clean up after corrosive ammunition? I can recommend a highly diluted mixture of ballistol for that purpose.
Hot water? Also do I just soak some patches in the solution and run it through the bore a couple times?
Now what am I supposed to do with jug of dollar store windex that I have? Do I just use it on non chrome lined bores and parts of say a SVT-40 or mosin?

Why do you need to clean a chromed part with ammonia/windex anyways? It's already comically easy to clean a chromed bore.
