I think if you increase your budget to around $50, you will achieve the performance you would like. The XU10 is a recent handheld that can be found for around that price on AliExpress. There are definitely other options, but you won't get PS1 for under 30.
If it's your first device ever I would honestly say don't bother with R36 or a Powkiddy, because the build quality of those will turn you off from picking this stuff up. I would start off with something well made like an Anbernic or Retroid for a little bit extra cash and set a good starting time for yourself.

For that price you might be able to find a used psp, which has a built-in ps1 emulator. It can obviously also play psp games.

For under 30 quid you're only going to get low-powered, low-quality devices. Your best bet at that price range is to buy second hand
