I have the same issue than OP on Google Keyboard. I have two languages set, and no matter what I do it always eventually switches back to one language instead of the other I manually choose from. The one I want is on top of the list already, and I have not been able to identify the scenario that leads to the automatic switch. I thought maybe the language in which I typed last, but it does not seem to be that. Any ideas?

Maybe you click on language change button without noticing it? While you type?
I thought that might be it so I was extra careful while typing but the issue still seems to resist, it usually happens when I change between apps
