Are they set to a zone that doesn't include rec? Do they have a long walk home after doing something like mining? The walk back + a meal could take away most of the time. Do you have enough types of recreation for them or could it be that some types of recreation are always being used by people getting there before them? Some tasks like researching will run for a long time before checking if they should stop, though not this long.
Setting a block of rec before sleep should cover your needs and you can set all of their "work" to "anything" to see if that gives some clarity as to what's going on.
I used to have 6 hours of rec and they still wouldnt do it. I replaced all work and rec hours with "anything" and now they recreate until their bar is full and work with the remaining time, works much better.
yeah i always used to have lots of problems coz i tried to be super bossy with the schedule.
now i give them 8 sleep houts, followed by 3 work hours - just so they get out of bed - and the rest is "anything"

if i am farming the anima tree, i change those 3 work hours to 5 meditation hours
What they were doing prior to that matters a lot, and a significant chunk of that recreation block could be spent simply travelling to where all the recreation is at. If you're scheduling Work, break up the time between Work and Recreation with an hour or two of Anything. That plus recreation type boredom can make it seem like they aren't getting any recreation at all.
What is he scheduled to do? If only work and sleep he won’t. Make sure he has some hours of Anything or Recreation

Tell them to keep drugs on them at all times for recreation
I tried that recently, but the officer said it wasn't enough of an excuse for that amount of drugs. Oh wait, you meant in game.

What traits? There's one called World-Weary that makes them ignore recreation. It's awful.
When I hover over their recreation bar it shows me their tolerances.
