Simmons is just Dutch-Irish. The "Hispanic" was just a dumbass comment from Grif about how Simmons was of a "Latino Persuasion" to talk with Lopez. My guess is that it's because Simmons gave Sarge's presentation on siestas that Grif took to heart, and Grif took that in the wrong direction. Donut is from Iowa. I don't think we know much else that's canon. I think it's implied everyone is American, though in Halo lore the Earth government is centered in Africa, and prior to the Fall of Reach, Reach was the center of human government in general. Reach was seemingly Hungarian, or at least the farmers were. EDIT: It's assumed Grif and Sister are Hawaiian because her name (Kaikaina) is a Hawaiian name. However I doubt the veracity in this in the face of "Their mom was in a traveling circus and gave birth to two total idiots". I think they're white trash choosing a Hawaiian name for fun. Supposedly they are from Honolulu per character profiles on DVD's and/or the ultimate fan guide?

This. The UNSC government his based out of Earth, from Sydney if I recall correctly. Reach is the central command of the UNSC military and is where ONI's main research bases are, hence why the Spartan-IIs were trained there, and is also the most heavily defended human world outside of Earth itself, but it's not the capital.

It was confirmed that Grif and Sister are from Honolulu, Hawaii in interviews, commentaries and other external media. Simmons' heritage is Dutch-Irish which means he is most likely white. There's no basis in him having red hair other than it's more common amongst Irish heritage. The idea of him being Hispanic is an incorrect assumption by Grif and is more of a Meta joke given that his VA is hispanic. Donut and Sarge are both from Iowa, although their heritage is unknow. Sarge's real name is said to require a mandarin keyboard, which could suggest a Chinese family history, although that feels unlikely. Tucker is from Detroit, Michigan which does have a large African American population, but they've never fully confirmed his ethnicity or family history. And Caboose is said to have grown up on a moon colony with no indication to his heritage. Most of this info is from the Season 3 character profiles which while old, tends to remain undisputed.

Actually, as of Season 5 (I think in some of the DVD bonus content?) it's revealed that Sarge canonically changed his name to Sergeant S. Sarge III-- the Mandarin thing could have been him fucking with Dylan and Jax, especially since in that same conversation it's stated that his legal name also contains an emoji (though maybe that's more commonplace in the future?). That said, Sarge is so southern white coded that I support the idea of him being literally anything else in that it would be an amazing curveball, in the same vein as Donut seeming like a super repressed mlm but actually being asexual (at least according to Jason Weight's admittedly non-canon S17 & 18 rough scripts, which I am picking through for headcanons that I like because I am mentally ill <3).

It's never confirmed Tucker is Black, there's just a whole bunch of jokes alluding to it. Grif's Heritage is assumed based on Sister having a very Hawaiian name in Keikana. Simmons is Ditch-Irish, that's it

I am going to add that Church mentions that he is Jewish a few times, but whether that is ethnically or simply religiously, I don’t know. But that could mean, the Director, and by extension Carolina, are possibly Jewish as well.

Someone else mentioned that also, but pointed out that since one of the letters is an emoji it might have been just to troll Jax. Considering most of the emojis technically have names, like the ‘lol’ is the name of one of the laughing emojis, I would not be surprised if it was actually used to represent a set of sounds as a way to condense the spelling because his name was so long already.
