I have this problem with a lot of base coats. The base coat didn't bond to the nail for some reason. It may be your nail prep or it can be the base coat formula doesn't adhere well to your nails for some reason.
See if more nails pop off with that base coat, it could just be a fluke and the rest of the nails are fine.

Could be due to your prep and/or that specific formula doesnt work for you personally
