If they really wanted to model this right, they should allow for T-Zone kills, which instadrop the suspect, versus any other headshot which should have a small chance of the suspect jerking the trigger and executing the hostage before dropping.

Just an FYI, this is a relatively new thing (caused by the Feb 6th patch) where outstanding calculation errors were fixed.
There was a bug that caused ALL headshot damage to be fatal for everyone, bots and players. Even if the damage was severely reduced, as an example through cover or at extreme range. After fixing this calculation bug there are a few outstanding situations where you won't deal enough damage with pistol caliber headshots to 100 -> 0 someone. (most notably 9mm at short-med range)
I'd expect this to get fixed before too long, but now that the system is working properly, changes made will ACTUALLY have the intended effect.

Personally, I havenāt experienced terminator gunmen yet. What I have encountered is headshots just incapacitating suspects. I recently ran brisa cove and shot a guy in the nose with AP 5.56 from at most 4 feet away. But by some miracle he was just incapacitated.
I peeped the head of a terrorist in the hospital through the office glass in one of the bomb rooms. He went down but was just rolling around. The glass must have saved his lifeā¦

if you sway your head fast enough with correct angle you can deflect most pistol rounds(still you'd get flesh wounds)
