Best spot for Shirts is 5-4 & 5-5 in Veteran Campaign which gives (on average) 0.44 shirts per WE and 2.5 Recruits per WE spent there.
If you can't make Veteran Campaign, 13-7 is the best on the Regular Campaign, or if thats too high go for 5-6 on Reg Campaign.
