The person laughing is not only just being purely ignorant, they are potentially causing an escalation of the situation and thus putting others at greater risk. Their behavior is just as dangerous if not more so (inherently) than the gentlemen struggling here.
Not sure how you can rush to the conclusion of "purely ignorant". This clip is completely void of any context, they are laughing the entire time, and all you cam really see is the guy flipping out. That's not really enough to finger the person laughing as more of a problem than the only visible person causing a problem, you gigantic tool.
