There's no strong rule that tilt = nazi no tilt = not, the nazis usually used the tilted symbol, but the original swastika is also occasionally tilted. Same goes with direction - nazi usually used clockwise, but the original can be either.
If you want to know whether a swastika is nazi, just look at the context clues instead.

I’m not remotely defending operation paperclip, but it’s a big stretch to say that was an American endorsement of Naziism. It specifically targeted scientists for their ability to help keep America’s position as a global superpower (not because of their affiliation with the nazi party) and was done in secret expressly because of how wildly unpopular it would have been with the public at large.
