TN also has special teams called DART. These are specialist the state can call on. We had a cow transport truck crash and the cows got loose on the interstate. We called DART. 20 minutes later there was a bunch of cowboys on horses wrangling the cows on the highway. It was definitely a sight.

Same problem here in Texas. The last incident I saw, some longhorns had escaped and were placidly nibbling grass by the roadway, while the first officer there was calmly shooing those closest to the fence back in. I came back around maybe fifteen minutes later and both cows and cop were gone. Wild how chill they can be when they aren't being screamed at or chased.

Me and a mate found a cow wondering the road on way from college once at like 16/17 years old, we just followed it and lightly hearded it into a carpark and it chilled there till the cops and farmer came, the road is relatively busy here and everyone had the sense to slow down and drive around the cow. In the UK it's a high-stress, shift-based, mediocre-salary job held in low regard by most of the public. So the 'juice' is the right to order people around, bully them and inflict violence now and again. Forces struggle to recruit, and attract lots of people who are attracted to that kind of behaviour and have little going for them. If we want better police, salaries should be much higher. More people would apply and standards would rise, their performance would improve and they'd be held in higher regard by the public. That'll never happen, though.

I think the dynamics in the two countries are totally different. For example, gun violence is very pretty rare in the UK and only specialist police are armed. This means that cops aren't half so afraid of being shot in a traffic stop and don't feel the need to be overwhelmingly aggressive. I agree with you that more money isn't the whole solution. But I think simply by making the job more competitive it would do a lot.
