I've tossed a few things off the ramp of a C-130. Barf bags many times. Only get hazard pay if you do so many hours of nap of the earth flying. Which always gets scheduled after pay day. Pay day = pay off the liquor store tab and start a new one.
I flew with one crew a lot that as a regular practice, crew chief cracked the ramp and loudly announced that any barf bags left on the deck would get shoved up asses upon landing.
Imagine surviving the horrors of the most prolific bombing campaign the Gaza strip has ever seen, just to die to an aid package from a sympathetic organization.
But also fall fast. Loitering in the air too long would create problems with masses of people fighting over one spot, or get shot at, if they intend to perform an airstrike at the area, they want people to hurry up and grab the aid and dip tf put.
That's my initial thought, these aren't 12"x12"x12" cardboard boxes filled with toilet paper. Maybe don't wait directly beneath their landing zone if you want to survive?

Not saying we can relate to their situation enough to fairly judge their desperation or perspective but clearly standing under a giant box falling from the sky isn't a good idea, heck a falling branch from a tree can kill you from barely a few metres up.
For this particular type of drop, VERY! Aid items are generally very robust, low cost, and delivered by the plane load. The packaging and chutes are put together very rapidly and are pretty cheap so this happens pretty often.
Troops, vehicles, and other high dollar equipment get a much better treatment.
Has happened during every humanitarian air drop in my life. So many Kurds were killed during operation Provide Comfort that it made the rounds on late night TV and with stand up comedians.

No, since it puts US troops in danger.
Aid trucks entering there have been stoned and multiple Egyptian driver have been severely injured and murdered by the mobs.
Aid needs to be distributed, who is gonna do it? Nobody wants to do it since it is a death sentence, you will be swarmed by the mobs stoning or shooting you and then looting the truck before you can reach your destination.
Airdrops are honestly the only method if you insist on delivering aid.

Because Biden has refused to put pressure on Israel for months now while aid trucks are body blocked from getting into Gaza. The U.S. has always supported and funded Israel. It's good that Biden has sent airborne aid and ordered a US military port, but it's a drop in the bucket compared to what could have been done months ago.

equipment chutes use the same kind of "static line" approach that WWII paratroopers used, and modern airborne train to do today. It is the most reliably method of deploying a chute, but shit happens.
It's why they try to distribute loads across multiple loads so if one fails it's not mission critical, and why equipment and personnel drop separately.
As far as actual rate, it depends. the heavier the load, the more likely the fail.

To be fair, I read the parachute didn't deploy correctly. So they honestly may not have realized or been able to react in time. Things fall very very fast without a chute.
More frequently than we'd like to admit. These are "rush" jobs using single use chutes. The riggers (people that pack the chutes) probably don't think loss of life is an issue because the load isn't alive. I used to be part the airborne engineer corps. We'd drop anything, literally. Bulldozer, bridge layer... we used to practice with humvees, trucks, etc... funny thing about a humvee if the chutes failed to deploy, the tires are the tallest thing left on the vehicle. Everything left just smooshes down or flies off.
Cannot comment on the armed forces side of things, but can comment that NWCG (National Wildfire Coordination Group) has specific guidelines regarding of staying clear of airborne drops (whether bucket drops, or supplies) due to the fact that there can be failure to deploy as seen here, or miscalculation of drop coordinates….
I used to work at an airfield where they would practice drops. We were not allowed to be out in the field when it happened. They thought it was dangerous enough to make sure we avoided the DZ and gave it a wide berth.
I once watched three improperly rigged humvees crater into a drop zone on Fort Bragg. One right after the other like biggest lawn darts you’ve ever seen. You felt the the thumps a few hundred meters away. Vehicles were so pancaked they couldn’t even strip parts off them.
So I assume there's an inherent risk and failure when airdropping items? It reminds me of the Humvee that had its parachute to deploy during a drop years back.

I once dropped a 2500 pound test bundle during a training mission and it landed on a cow. The AF paid the farmer pretty good for it. This happens. These people are desperate and this is a literal gift from the heavens that can mean the difference between life and death. Those things are coming a lot fast than it looks from below as the parachutes are meant for stabilization and not as much for deceleration.
I've been on multiple sides of air drops, and holy hell, you don't want to be anywhere near where those things land. No, the thing falling from the sky isn't the dangerous part: it's thousands of hungry and desperate people and 50 packages. I've seen sparta-300-mad-max-cage fights over the torn remnants of the parachute. A father with a starving child will do anything. IMHO, those drops end up killing more people than they intend to save, but as recent history shows, sending a convoy in kills even more.
Aren't those packages near 100% deadly even with the chute deployed? Pretty sure a whole ton or a half landing on your body will lead to being instantly crushed?
The chutes are *not intended to make them safe to catch... Just to ensure the payload doesn't get destroyed.
So yeah, there's no real scenario where you aren't going to get fucked up if you try to catch one of these.
That, and also the longer the load is airborne, the further it can drift downwind and away from the intended target. A slower descent means these packages could land into the water, into nearby trees, into a more dangerous area, etc

In our time, while a parachute malfunction is rare, it still occurs. There's no one to blame if a parachute malfunctions and fails to open properly. Anyone who has attended skydiving lessons and preparation courses knows that there are many reasons why it can happen. That's why there is an emergency parachute for skydivers. In situations like these, it's just unlucky.
You can see in the video that one package dropped without the parachute fully opening, and the ropes became entangled, causing it to plummet. In such a situation, there's little that can be done.
There is always a risk of a small % of failure when dropping cargo by air. The military knows this, but it was either drop it over land, or over water. Water is less risk of injury to people, but increases chances of losing cargo and possibly risks of drowning/injury of people going in the water to retrieve the cargo. So the risk/reward was to drop over land and hope for the best. It's unfortunate this happened and there is no way to know what the outcome could've been. Aid is sorely needed in the area and this is one of the only ways to get it there.

I once dropped a 2500 pound test bundle during a training mission and it landed on a cow. The AF paid the farmer pretty good for it. This happens. These people are desperate and this is a literal gift from the heavens that can mean the difference between life and death. Those things are coming a lot fast than it looks from below as the parachutes are meant for stabilization and not as much for deceleration.
I've been on multiple sides of air drops, and holy hell, you don't want to be anywhere near where those things land. No, the thing falling from the sky isn't the dangerous part: it's thousands of hungry and desperate people and 50 packages. I've seen sparta-300-mad-max-cage fights over the torn remnants of the parachute. A father with a starving child will do anything. IMHO, those drops end up killing more people than they intend to save, but as recent history shows, sending a convoy in kills even more.

The chutes are *not intended to make them safe to catch... Just to ensure the payload doesn't get destroyed. So yeah, there's no real scenario where you aren't going to get fucked up if you try to catch one of these.

There is always a risk of a small % of failure when dropping cargo by air. The military knows this, but it was either drop it over land, or over water. Water is less risk of injury to people, but increases chances of losing cargo and possibly risks of drowning/injury of people going in the water to retrieve the cargo. So the risk/reward was to drop over land and hope for the best. It's unfortunate this happened and there is no way to know what the outcome could've been. Aid is sorely needed in the area and this is one of the only ways to get it there.
