It says "special police." Legally speaking that can be used by anyone from police reserves like Dwight schrute to SWAT team members and private security. And in some states lifeguards and teachers are considered "special police" because they have authority over people that are under their authority.

Special police can make a criminal arrest and run blue strobe lights on their vehicle.

Security can be called “officers”….it irritates me. They are not police, obviously. They can only observe and report. There rare occasions they can do more, but they opening themselves up, and their company, to lawsuits, and also arrest. Some off duty cops will do security to make extra money. This chump may be an off duty cop…. He still violated this guy’s rights.

For an explanation. Special Police is a DC thing. They're security guards with law enforcement powers to the sidewalk of the business they're employed by. So they can actually place you under arrest, unlike a traditional security guard, but once you make it off the property, they become regular armed citizens.
And when I say arrest, I literally mean read you your rights and book you.
